But if, under the dominion and management of [our human] Art, such splendid things (...) are daily achieved beyond the powers of the objects themselves,... And if, in serving men they carry out such things as are to be marvelled at, what I ask, may we expect from them when they be instruments in the hand of God? These words come near the end of William Harvey's De generatione animalium. 1 As he does often in this work, he is arguing that it is possible for a material object to behave supra vires elementorum, i.e., in a manner that exceeds what can be explained merely from the qualities of the elements from which it is made. In fact, just before this, he argues that human craftsmanship enables the elements of air and water to make ships sail in opposite directions, fire to do one sort of thing in the kitchen, another in the shops of metal-workers, including the production of iron, which in its turn peacefully tills the soil or besieges the town in war. So if even human Art is capable of making something as wonderful as a clock out of the elements, how much more might God be able to do with them? [End Page 577]Not only is it entirely conceivable that the (divinely) artful manipulation of these same elements can account for the wonders of God's nature--such as the generation of a chick out of an egg--there is also no need to infer the existence of additional entities such as faculties, qualities, agents, and the like. All that is needed is the concept of "instrument." Today such things as his appeal to a clock, his reference to "art," and the word "instrument" itself, are liable to arouse in our minds a fairly mechanical sort of image. Therefore, we need to put this idea in its intellectual context, by looking at where Harvey's notion of instrument is coming from.First, our much more mechanical world view was just coming into being as Harvey (1578-1657) wrote these words. Although the philosophy of his younger contemporary, René Descartes (1596-1650) was not yet in full bloom (he died a year before Harvey's book appeared), Cartesianism was certainly on the explanatory horizon, 2 as was the work of another contemporary and contributor to the "new philosophy," Pierre Gassendi (1592-1655). 3 And, of course, Harvey had certainly known Francis Bacon (1561-1626). 4 Nevertheless, Harvey was a devout Aristotelian who was adamantly opposed to the efforts of these contemporaries to replace Aristotle. 5 Moreover, it was from the Aristotelian tradition, not from the new mechanics, that Harvey had derived the concept of instrument.If, broadly speaking, the "new philosophy" was about a universe that was built like a clock, then the "old" natural philosophies, whether dominated by Platonism, Aristotelianism, Christian theology, or some combination, were about a universe that was socially constructed. 6 Not only was man at the center, to a large extent the workings of the universe were envisioned in terms of social experience. The regularity, predictability, harmony, and wonder of natural phenomena seemed best explained in the language of reason, moral values, motives, responsibilities, hierarchies, laws (in the social sense), and the like, explanatory resources that, in the late ancient and medieval intellectual cultures of Europe, far outweighed either those that appealed to the passively material and the mechanical, or to the random and the chance.But very central to that social model of nature was the concept of instrument, which gave to it something of a mechanical twist. An essay in descriptive metaphysics, this book offers a sketch of the concept of action embodied in pretheoretical, folk ways of speaking. It focuses on the points of view of the agent and spectator in the kind of action in which the question of what to do can arise for the agent. It explores the relations among such action, inanimate action, and the inanimate action of parts of the body on external objects, finding in them analogous roles for the notion (...) of attributability of effects. It contrasts the roles of theoretical and practical necessity in the accounts of action and causation found in Hume and Collingwood, in the course of suggesting that, over the whole range of the category of human doings for which there can be reasons, the existence of reasons is systematically expressed by use of the modal concepts. It has an analytical table of contents. The book was still caught up in the post-Wittgensteinian denial that the explanation of action in terms of the reasons for action was causal explanation. But that error consists in mistaking for a metaphysical claim a sound epistemological one, the claim that such causal explanations do not rest on inductive evidence of empirical regularities. Rather we are analogue computers of the motivation of others. At that time one thought of Collingwood’s re-enactment version of Verstehen in the philosophy of history; nowadays the idea becomes some version of simulation theory. (shrink)

SmartData is a research program to develop web-based intelligent agents that will perform two tasks: securely store an individual’s personal and/or proprietary data, and protect the privacy and security of the data by only disclosing it in accordance with instructions authorized by the data subject. The vision consists of a web-based SmartData agent that would serve as an individual’s proxy in cyberspace to protect their personal or proprietary data. The SmartData agent (which ‘houses’ the data and its permitted uses) would (...) be transmitted to, or stored in a database, not the personal data itself. In effect, there would be no personal or proprietary raw data out in the open—it would instead be housed within a SmartData agent, much like we humans carry information in our heads; extending the analogy, it would be the human-like clone that would be transmitted or stored, not the raw data. The binary string representative of a SmartData agent would be located in local or central databases. Organizations requiring access to any of the data resident within the agent would query it once it had been activated. In this paper, we provide a preliminary overview of the SmartData concept, and describe the associated research and development that must be conducted in order to actualize this vision. (shrink)

Four years after the death of Charles Darwin, his research associate, George Romanes, invoked a mysterious process—“physiological selection”—that could often have secured reproductive isolation independently of, and prior to, natural selection, so leading to an origin of species. This postulate of two sequential selection modes can now be regarded as leading to modern “chromosomal,” as opposed to “genic,” speciation theories. Romanes’ abstractions—which confounded many, but not all, of his contemporaries—equate with divergences in parental DNA sequences that impede meiotic pairing (...) in their hybrid offspring, so rendering that offspring sterile. Unlike Darwin, Romanes saw hybrid sterility as a parental, rather than offspring, phenotype that would, within a species, reproductively isolate certain parents from each other while not impeding their crossing with other parents. This group selection would have empowered natural selection to act more advantageously than in its absence. Given suitable conditions, there could then be divergence from one species into two. ‘Taking time seriously’ is an enduring human concern and questions about the nature of time bear heavily on the meaning of childhood. In the context of the continuing debates on readiness for school, ‘taking time seriously’ has contributed to policies on ‘early interventions’ which claim to support children in reaching their full potential but limit this potential when enacted in practice. Much of current policymaking takes the meaning of time for granted within a ‘quantitative’ view of time as a neutral, (...) standardised parameter. In everyday educational practice, this view of time may lead to an excessive preoccupation with assessing standardised characteristics of ‘school ready’ children, who are expected to follow a uniform path of development predetermined by their biological clock. However, the quantitative view of time has been challenged both in philosophical and scientific thought by an understanding of time as complex, irreversible and emergent in the present. George Herbert Mead’s ‘philosophy of the present’ and Ilya Prigogine’s ‘arrow of time’ point to important implications of a ‘complex’ view of time for readiness for school as an event rather than a fixed set of characteristics that children should possess upon entry to primary school. Engaging in educational practice as it unfolds in the present also calls for ethics that are not focused on adhering to fixed moral universals but on our actions ‘here and now’ and attending to the ethical meaning that arises in children’s responses to our actions. Sightings of the revolutionary comet that appeared in the skies of evolutionary biology in 1976—the selfish gene—date back to the 19th and early 20th centuries. It became generally recognized that genes were located on chromosomes and compete with each other in a manner consistent with the later appellation “selfish.” Chromosomes were seen as disruptable by the apparently random “cut and paste” process known as recombination. However, each gene was only a small part of its chromosome. On a statistical basis a (...) gene should escape disruption for many generations. This led George Williams and Richard Dawkins to a new definition of the gene, differing from conventional biochemical definitions in that there were no consistent genic boundaries. There had been no previous sightings of another revolutionary, albeit less verbally spectacular, comet that appeared in 1975—the homostability principle of Akiyoshi Wada. Each gene has a base composition “accent” that distinguishes it from its neighbors. We now see that recombination can be triggered by the shift in base composition at genic boundaries. Hence, the Williams-Dawkins definition approaches the conventional definitions. (shrink)
